The five western states of Arizona, California, New Mexico, Oregon and Washington have signed a Memorandum of Understanding (MoU) to form the Western Regional Climate Action Initiative. The Initiative will develop a regional target for reducing emissions in six months through market mechanisms. The governors signed the treaty during the National Governors Association annual winter meeting in Washington DC. These Governors intend that in the next 18 months, they will develop a load-based cap and trade program to reach the target.

In 2003, California, Oregon and Washington created the West Coast Global Warming Initiative. In 2006, Arizona and New Mexico launched the Southwest Climate Change Initiative. In October 2006, Schwarzenegger signed AB 32, a landmark law aimed at reducing the state’s emissions by 25% by 2020. In January 2007, he signed an executive order to create a Low Carbon Fuel Standard, which aims to reduce carbon intensity in California’s transport fuels by 10% by 2020.

The governors believe that states must step up and reduce emissions at the regional level as the federal government has failed to take the initiative.

The market-based programs enable companies to offset their emissions by investing in clean projects like solar and wind power, or earn credits that can be sold to reduce emissions at their factories.

The five states have also agreed to take part in a multi-state registry to track and manage emissions in their region. The governors hope that the regional cap and trade program will provide a model framework to develop a similar national program.

Rotoblock’s engine has the potential to become the low pollution engine of choice as companies scramble to adhere to emission control standards as they evolve. These Governors are leading the way in what may eventually become a national standard.
